For some things you would need an RCE stamp, but I can get your project 90% to completion without the overhead of a typical engineering firm that will charge you 3-4 times what the engineer actually costs because of their overhead. Many projects at residential scale can be approved by municipalities as owner-builder projects, which don't require the engineering stamp, but do require some technical knowledge to design for compliance.
